Seneca Encampment/Women's Peace Land Tax Timeline

5/23/83 - Deed transferred from Estate of Ida McGrande to Seneca Encampment, Inc.

10/3/94 - Name changed from Seneca Encampment to Women's Peace Land, Inc.

7/29/97 – Incorporation is amended from Type A corporation to Type B non-profit.

12/97 – Federal tax exemption granted to Women’s Peace Land.

2/28/03 – Copy of envelope from Seneca County Treasurer’s Office mailed and delivered to Estelle in Cambridge (addressed with her name and apartment number).

11/6/03 – List of Delinquent taxes for the year 2003 filed with the county clerk (document not acquired).

1/28/05 – Copy of envelope from Seneca County Real Property Tax Services mailed and delivered to Estelle at same location in Cambridge (addressed with her apartment number but without her name).

3/1/05 – 2005 Final Assessment Roll for Seneca County, Town of Varick tax valuation. Seneca Encampment assessed at $58,947.

8/22/05 Letter from Cooper Abstract Co. to Seneca County Treasurer re title search request for the Seneca Encampment, stating there were no unsatisfied judgments or liens against the property.

10/6/05 – Petition and Notice of Foreclosure and Schedule A -filed by Seneca County Attorney setting last day for redemption as the 13th of January 2006 (w/ Schedule A – list of properties).

10/7/05 – Letter w/ Notice of Foreclosure sent certified mail to Estelle at same location but addressed to “Seneca Encampment c/o Women’s Peace Land” and without Estelle’s name or apartment number. Post office can not deliver.

10/24/05 – Certified mail returned to Seneca County Treasurer’s Office stamped “Attempted - Unknown”.

1/31/06 – Three affidavits filed by Sandra Van Der Vliet, the business clerk of the Ovid Gazette asserting that the Petition and Notice of Foreclosure and Schedule A was published in her paper during the weeks of October 19th, November 2, and November 16th, 2005. Copies of the classified section of the paper were only provided for the week of November 2, 2005.

1/31/06 - Affidavit filed by the publisher of Reveille/Between the Lakes asserting that the Petition and Notice of Foreclosure and Schedule A was published in his paper once each week for three non-successive weeks beginning on October 20, 2005 and ending on November 17, 2005. Copy of the classified section of the paper was provided for the week of November 17, 2005 only

2/3/06 – Affidavit of Returned Mailings filed by Nicholas A. Sciotti, the Seneca County Treasurer.

2/3/06 – Affirmation of Regularity re Notice of Foreclosure and Failure to File Notice of Appearance filed by Seneca County Attorney, Steven Getman.

2/21/06 – Judgment of Foreclosure filed in Seneca County Court (in rem RPTL Art. 11)

2/28/06 – Transfer of deed from Seneca Encampment, Inc. to Seneca County.

3/06 – “Results of Tax Sale Auction” – Seneca Encampment sold to Prospect Land Services for $58,000. The amount of back taxes due was $8,642.12.
